General Description about Goal Organization
GOAL has been working in Sudan since 1985 implementing a multi-sectoral integrated humanitarian program incorporating Health, Nutrition, Livelihoods, REFLECT and Emergency Response. GOAL works in close collaboration with the Ministry of Health. GOAL is currently implementing programs in North Darfur and South Kordofan States, and is having field offices in these states as well as in Khartoum. The current GOAL program focuses on four main sectors:  Primary Health Care, Nutrition, Water Sanitation and Hygiene (WASH), Food Security and Livelihoods (FSL) and Women Empowerment.

1- Medical Supplies Coordinator (Pharmacist)

KUTUM, North Darfur State, Sudan

One Year Renewable, with three-month probation period
Grade 8, Step 1. Gross Monthly Salary of USD 1,239.

General description of the role:
The Medical Supplies Coordinator is responsible for ensuring the proper management of all medicines, medical supplies and equipment, monitoring their consumption and ensuring proper records are maintained and reports on consumption prepared and submitted regularly.

Key Duties:
Responsible for ensuring the proper management of all medicines, medical supplies and equipment for GOAL’s health and nutrition program in North Darfur State.
Work with Logistics team to ensure proper storage of medical drugs, supplies and equipment as well as good stores management practice.
Ensure that medicines and supplies are distributed monthly to all health facilities according to their actual needs.
Participate with the Logistics team to do stock check of all medicines and supplies in medical store as well as conduct physical drugs inventory at clinic level.
Ensure that all medicines and supplies received in the store and dispatched to the clinics are correctly recorded in stock cards.
Ensure that GOAL-supported health facilities are using correct procedures and documentation to receive, store, and disburse medical supplies
Review and update the monthly drugs consumption database then submit to the Area Health and Nutrition Coordinator on a monthly basis.
Analyze the consumption patterns of tracer medicines as well as other key medicines and supplies on quarterly basis and share analysis reports with Area Health and Nutrition Coordinator.

Requirements:
Degree of Bachelor of Science in Pharmacy or Bachelor of Pharmacy.
A minimum of 4 years’ experience managing medical supply chains, including experience overseeing drug supplies for multiple, large and/or complex health facilities / systems.
Experience conducting drugs consumption analysis required
Experience with drug supply rules and compliance with major humanitarian donors / UN agencies strongly preferred
Computer skills including strong experience with Microsoft Excel and/or other database management software, as well as Microsoft Word, Outlook, and internet.
Good communication skills and interpersonal skills, strong teamwork.
Experience teaching or supervising other pharmacists preferred
Good oral and written English and Arabic language skills.
Ability to live and work in rural and sometimes insecure locations with basic conditions

2- Clinical Services Coordinator (Medical Doctor)

KUTUM, North Darfur State, Sudan

One Year Renewable, with three-month probation period
Grade 8, Step 1. Gross Monthly Salary of USD 1,239.

General description of the role:
The Clinical Services Coordinator will be based in Kadugli and roving to all GOAL-supported clinic locations in all 6 localities. He or she will support the Area Health & Nutrition Coordinator to ensure the quality of care and effective management of health services in these facilities. The position will regularly visit all GOAL field locations in South Kordofan to monitor and supervise health services, as well as conducting analysis of quality of clinical services provided, preparing reports, liaising with ministry of health, supporting effective pipeline and documentation of medical supplies, and conducting on-job and formal trainings.

Key Duties:
Monitoring health facility services quality, ensuring compliance with MoH and donor guidelines, and identifying training and improvement needs in a timely manner.
Regularly visiting all clinic locations in South Kordofan to support and monitor implementation of health and nutrition program activities and quality of clinical services.
Technical supervision of Heads of Clinics in the GOAL-supported clinics, and according to GOAL HR policy, including performance reviews for any health facility staff.
Provide technical support, advice, and on-job training to health facility staff as needed, prepare recommendations and training reports, and follow implementation of correct guidelines and procedures.
Continuously conducting reviews and audits of diagnosis and treatments conducted for accuracy and appropriateness, preparation of reports, and working with clinic staff to correct any issues.
In case of any disease outbreak or other health emergency, work closely with Area Health & Nutrition Coordinator and all GOAL staff to design and implement GOAL’s response, in close coordination with Ministry of Health and other health sector actors.
Supporting Medical Supplies Coordinator to monitor the management, documentation, and use of medical drugs and supplies in the health facilities.
Identify and report clinic needs, challenges, and any issues in a timely manner, and propose innovative and cost-effective solutions to resolve issues
Conduct supervision of PHC program staff and ensure that all staff conducts their duties well and within GOAL and Ministry of Health (MoH) guidelines.
Maintain awareness of all clinic activities and report any problems, needs, difficulties or important information to the Area Health and Nutrition Coordinator

Requirements:
Degree of Bachelor of Medicine and Bachelor of Surgery.
A minimum of four years’ experience in clinical practice, preferably with experience across multiple disciplines
Good computer skills especially in working with Microsoft Word, Excel and e-mails.
Good communication skills and interpersonal skills.
Excellent oral and written English and Arabic language skills.
Ability to live and work in rural and sometimes insecure locations with basic conditions.

3- Assistant WASH Coordinator

Job Location Kutum- North Darfur
Length of Contract: One-year renewable, with three-month probation
Grade / Step 7.1 with Gross Monthly Salary 950 USD

General description of the role:
The primary role of the Assistant WASH Coordinator is to manage and supervise the implementation of WASH projects in North Darfur and oversee implementation of construction projects in North Darfur state in both Kutum and Alwaha localities and beside any additional GOAL intervention area require technical support. Oversee and manage the construction of facilities and ancillary buildings for program and operations departments, such as Health, WASH (as per work plan agreed with AC), FSL, Logistics to accepted Sudanese and GOAL standards and relevant Ministry specifications.

Key Duties:
Supervise all engineering works to be carried out by GOAL in North Darfur associated with Water, Sanitation, and related projects. This will include, but is not limited to; design, tendering, supervision of contractors and commissioning of works.
Serve as the focal point for all activities related to water, sanitation and hygiene promotion.
Prepare accurate design drawings and bills of quantity for water & sanitation infrastructure at both house hold and public levels.
Supervise installation and start-up operations of water & sanitation infrastructures
Prepare, organize and regularly update relevant work plan (PMP) for the field activities,
Assist in the capacity building of CBOs and local actors in water and sanitation issues.
Assist in ensuring appropriate and sustainable development.
Train communities in maintenance and operation of schemes
Work closely with GOAL’s national partner to ensure community members are aware of and fulfill their roles responsibilities relating to the WASH projects.
Follow the implementation of the Community Led Total Sanitation (CLTS) through GOAL’s partner and ensure that all CLTS M&E forms are filled: Pre-triggering, triggering, follow-up, ODF verification.
Ensure proper documentation of CLTS project and contribute actively to lessons learned documentation.
Supervise directly the WASH team members.
Adapt tasks and responsibilities allocation within the WASH Program team to accommodate program requirements or specific situations.
Identify capacity building needs for staff and partners involved in the response. Take the lead on coordinating any formal or informal training for the WASH Program Team and partners.

Requirements:
Hold a recognized university degree in Civil Engineering or related field.
3+ years’ experience in various design, tendering and supervision of WASH field program, preferably including Community Led Sanitation approaches.
Previous work experience at least 1 year with Non-Governmental Organizations particularly in a WASH program management position.
Experience of work and partnership with local development actors,
Good computer skills. Working knowledge of Microsoft Word and Excel is essential.
Competency and experience in the use of the software packages for the preparation of engineering drawings (e.g. AutoCAD) is a must
Good standard of written, spoken and understood English and Arabic.
Outgoing personality with excellent communication skills.
Good team player, flexible and capable of working with a diverse team.
Ability and willingness to travel to rural locations and live in sometimes basic and insecure conditions.

General description of the role:
The Medical Supplies Coordinator is responsible for ensuring the proper management of all medicines, medical supplies and equipment, monitoring their consumption, analysis of consumption database is done regularly, ensuring proper records are maintained and reports on consumption prepared and submitted regularly.

Conduct support supervision visits to all GOAL supported health clinics to ensure proper management of drugs and medical supplies as well as do on job training for the dispensing staff so as to improve on the quality of services provision, including safe and rational use of medication and correct procedures of dispensers in the health facilities.  
To ensure proper management of vaccines and supplies for immunization activities and ensure proper records management and reporting on usage of vaccines to SMOH.

General Description of the Role and Responsibilities
This position is particularly suited to an experienced programme manager/ coordinator who can lead a large and diverse team in primary health care, community health, nutrition, WASH and Food Security and Livelihoods integrated programming.

Key Duties:
Manage and coordinate the program and operations activities in Dillinge, Habila, Abu Karshola and Erifa Shergi on day to day basis;
Ensure a good relationship exists between GOAL and its stakeholders in South Kordofan.
Be fully conversant in all relevant Project Proposals and the GOAL Sudan Strategic Plan.
Participate in field level coordination meetings representing both GOAL's wider interests and specific programme issues.
Under the guidance of the Area Coordinator and CD, handle external communication to the line ministries, local authorities etc. at the Field Level;
Attending and facilitating field visits and meetings with donors and partners.
Conduct regular field visits and produce field monitoring reports identifying;
Work closely with Programmes quality and Development team; donor compliance team, CRM team and Area Coordinator and ensure strengthen compliance and accountability at all levels of programmes implementation.
Ensure coordination between various programs departments and between programs and operations department.
Organise weekly / monthly meetings between program and operations departments and facilitate quick response to issues while reporting any emerging critical issues as appropriate.
Ensure that program managers, including M&E, provide reports, data and information as per agreed schedules: this could be weekly, monthly or quarterly or ad-hoc depending on the situation and bring to the attention of the Area Health and Nutrition Coordinator; ACDP etc any significant gaps in meeting reporting deadlines.

Requirements:
University degree in Development Studies and/or Health or Nutrition with proven experience in a similar role or similar qualifications.
At least five year’s relevant experience working in emergency or relief programmes with an INGO at senior manager level or above
Demonstrated analytical and conceptual skills to plan projects, timetable agreed activities and oversee staff activities.
Demonstrated experience in budget management and proposal and report writing.
Demonstrated experience in liaising with government officials, donors and other agencies
Excellent personnel management skills. An ability to engage with, listen to and motivate staff, both national and international, in a challenging environment.
