1- Grant and Compliance Manager 

Job Summary:
Recovery in Sudan for Improved Nutrition and Growth (RISING II)is an anticipated 18-month Emergency Food Security Program, supporting the vulnerable returnees and residents in all five states of Darfur to sustainably improve their livelihoods and nutrition, setting the foundation for expansioninto increased development programming in subsequent phases.RISING II builds on from a first phase of funding from USAID in 2019 in three states of Darfur, complementing an ongoing 4-year integrated livelihoods, natural resource management, and nutrition program, Taadoud IIfunded by DFID,also operating across Darfur.

CRS is seeking a Grant and Compliance Manager to ensure successful management of the grant through the establishment and use of best practice project management systems, providing expert advice on donor requirements and regulations, supporting contract negotiation and review and helping to build staff capacity to ensure compliance with contractual and donor regulations. This includes supporting reporting on all aspects of USAID and DFID grants, including performance and income reporting. It also includes providing compliance support related to safeguarding, risk management, due diligence and asset management. The post-holder will work closely with all INGO, NNGO and private sector partners to improve compliance quality across the consortium. In this role, you will facilitate the achievement of project objectives, coordinating, reporting and providing technical guidance and advice to staff and implementing partner(s) advancing Catholic Relief Services’ (CRS) work serving the poor and vulnerable. Your attention to detail and relationship management skills will ensure that the project for which you are responsible applies best practices and constantly works towards improving the impact of its benefits to those we serve.

Duties and responsibilities:
The Grant and Compliance Manager, under the direct supervision of the RISING II Chief of Party, working closely with the Taadoud II Chief of Party, Deputy Chief of Party, Program Managers and CRS/Sudan Finance team will be responsible for the following;

Financial Management and operational compliance

Review of donor contracts to inform decision making during contract execution
Undertake activities to ensure donor compliance is achieved including audit support; on site verification and data quality via field visits.
Provide guidance to programming and operations staff regarding donor requirements including development and management of cash flows, invoicing, internal and external finance reporting as well as the development of budgets to ensure accuracy and consistency
Support procurement processes and ensure donor requirements are met and reflected in sub-contracts and sub-grants including supporting vetting as required.
Develop mechanisms to minimize risk programmatically and financially
Identify, share, adapt and create tools and training to support excellence in grants management
Identify compliance gaps and related solutions – including differences between donor and internal CRS policies and procedures, including cost allocation.
Work closely with CRS subrecipients to ensure monthly financial and liquidation reports are submitted to CRS and are fully supported with financial evidence from the partners.
Ensure accurate and timely reporting of program finances and progress status, review actual financial performance against the budget, and explain variances on a regular basis.
Review budget comparison reports to ensure adherence to restrictions on line item flexibility and accepted costs. Support follow up actions to resolve any identified problems.
Design effective budget monitoring tools, generate and review monthly reporting and lead regular meetings with Chiefs of Party and other managers to review issues and trends identified.
Support forecasting and reporting for CRS and partners to ensure that expected funding is recorded accurately to support income tracking and reporting

Internal Control Assessment
Ensure adherence to record keeping as per donor and CRS Internal requirements. Monitor application and address gaps as needed.
Ensure timely closure of finance audit recommendations related to donor compliance; participate in preparation, implementation and monitoring of related action plans.
Lead site visits to partners to assess adequacy of internal controls, compliance with applicable laws and regulations, and partner policies and procedures. Report findings to program management including proposed follow-up with sub-grantees based on issues surfaced.
Perform ongoing monitoring and assessment of partner capacity to record and post transactions.
Ensure adequate response and monitoring to implement recommendations of all financial audits and partner capacity assessments
Lead implementation of the Sub-recipient Financial Management policy. Ensure all partners are effectively assessed; categorized and all corrective actions are fully implemented.
Organize external audits in accordance with grant requirements.
Provide guidance and support for the timely assessment of partner financial management capacity and ability to adhere to any specific donor requirements.
Work on initiatives to address audit findings and accountability issues related to RISING
Monitor implementation of action/corrective action plans relative to both internal and external audits in the grant management area

Partnerships and capacity building

Capacity building and support to ensure grants are managed in compliance with donor requirements; lead workshops for project staff to understand contractual obligations and donor compliance requirements, development of contract templates and training among others
Provide both on the job, formal training, coaching and mentoring for seconded staff, CRS, ministries and partner staff
Identify staff and partner capacity gaps and providetailored capacity building as appropriate.
Oversee and roll out safeguarding measures and tracking.

Minimum Qualification, Skills and Experience Required:

Education and Experience
Master’s degree in finance, business administration or accounting, required. University degree in accounting or business administration, required.
Minimum 5 five years relevant work experience with an NGO or INGO.Additional education may substitute for some experience; additional experience may substitute for some education.
Experience managing USG and/or other donor grant awards.Knowledge of USAID and/or DFID regulations required.
Very strong finance background, auditing experience a plus.
Demonstrated ability in building capacity, providing training and technical assistance.
Excellent interpersonal, representation, communication, coaching and facilitation skills.
Good command of spoken and written English.
Self-guided, strong organizational, time management and planning skills.
Proficient in MS Office (Word, Excel and other appropriate software). SUN System/ Q&A exposure and competence will be an added advantage, or ability to learn quickly.

2- Livelihood Value Chain and Private Sector Engagement Manager

Duties and Responsibilities:
Program and Management Quality and Technical support:

Ensure that program strategic objectives and results under the livelihoods sector, particularly those led by private sector partners are fullyaccomplished and meet expected up to date international technical quality standards.
Support accurate and timely reporting of program finances and progress status, review actual financial performance against the budget, and explain variances on a regular basis.

Provide strategic and operational guidance for livelihoods staff (CRS and partners)
Provide technical support to livelihoods staff across CRS, local and international partners.
Design a plan for support and supervision to the livelihoods team to ensure quality of service.
Regular on site and remote supervision of staff
Develop links and support integration of the program interventions between sectors.
Contribute actively to the Consortium’s Technical Working Group.
Act as key point person with private sector partners

Monitoring, Evaluation, Accountability and Learning
Monitor progress of livelihoods project indicators, provide strategic advice, prepare/review project-based donor and other relevant reports.
Develop assessments in close collaboration with Program Manager, and MEAL Manager
Monitor the progress of indicator targets in collaboration with private sector partners
Ensure that the line ministries and other partners receive regular activity information as required.
Work with the Communications Manager to develop Behavior Change Communication Materials
Identify staff and partner capacity gaps and provide technical and managerial support

Representation, Capacity Building and Communications:
Coordinate and deliver relevant livelihoods value chain trainings
Co-ordination and representation with the private sector partners and ministry of agriculture.
Represent CRS in coordination meetings with other agencies and private sector forums, in all meetings that relate to livelihoods value chains program in Khartoum and Darfur in consultation with the Program Managers and Chiefs of Party.

Minimum Qualification, Skills and Experience Required:
Education and Experience
Bachelor's Degree in Economics, Business Administration, Agriculture or other related field required.
Minimum of 5 years of work experience in the Sudanese agriculture private sector.

Experience working with INGO and partners, participatory action planning and community engagement.
Staff supervision experience essential.
Experience monitoring projects and collecting relevant data.
Strong verbal and written communication skills, able to operate with local partners, local leaders and local communities.

3- Supply Chain Manager

Job Summary:  
You will plan, manage, and provide technical and operational oversight of all supply chain activities – including procurement, logistics, transportation, and warehousing - to ensure effective and efficient delivery of goods to the poor and vulnerable. Your knowledge and experience will allow you to anticipate and manage supply chain needs and challenges, and introduce improvement solutions, as you apply the principles of stewardship, integrity, transparency, and accountability.

Duties and Responsibilities:
Collaborate with direct reports and programming leads to strengthen the pipeline and supply chain management plan. Manage the determination of procurement and logistics service requirements, desired specifications and delivery schedules, and how sourcing strategies are defined, ensuring proper coordination and communication.
Ensure accountability and transparency of all supply chain operations in compliance with CRS and donor regulations, and international and local standards and requirements.
Effectively manage talent and supervise. Manage team dynamics and staff well-being. Provide coaching, strategically tailor individual development plans, and complete performance management for direct reports. Monitor and assess performance to ensure adequate capacity for successful support of high-quality programming. 
Lead design and implementation of a strategic sourcing and procurement process to identify, assess, select and contract suppliers that will deliver the maximum value for money to the organization. In close coordination with the procurement team oversee relationships with key suppliers and assess supplier performance. 
Manage logistical infrastructure, storage facilities and transportation resources. Oversee application of systems and procedures for inventory and commodity transportation, warehousing, and distribution, as well as for vehicle management to ensure proper handling and safeguarding of assets. Ensure related safety and security protocols are implemented.
Oversee inventory control and the management of comprehensive goods tracking and record keeping systems throughout the whole supply chain cycle, from time of request until time of delivery. Ensure timely preparation and submission of various reports.
Create and maintain the proper conditions for learning. Establish a safe environment for the sharing of ideas, solutions, and difficulties and the capacity to detect, analyze and respond quickly to small deficiencies. Provide capacity strengthening guidance, which includes cross-departmental learning.
Manage or coordinate operations functions – systems, processes and staffing – that meet CRS’ standards, donor requirements, and local regulations and support high-quality programming. Collaborate with programming leads to ensure appropriate project expenditures in line with financial plans and proper stewardship of material sources.
Coordinate and monitor day-to-day operations to ensure support services are delivered with high-quality in an efficient manner. Identify and help address challenges that affect the proper stewardship and optimal utilization of program assets and resources (financial, human, and material). Proactively manage security and mitigate security risks.
Coordinate compliance with agency and donor requirements and local laws and regulations through periodic systems checks, review and assessment of operations policies and procedures. Coordinate response to issues that emerge from internal and external audits and provide guidance to implement improvements.
 
Minimum Qualification, Skills and Experience Required:
Bachelor’s Degree in Supply Chain, Business Administration, Finance, Accounting, or other relevant field. Masters preferred.
Minimum of 5 years work experience in supply chain/logistics/procurement management with progressive responsibilities, preferably with relief supply chain management.
Knowledge of and experience with various public donors’ regulations. Understanding of the Federal Acquisitions Regulations (FAR), WHO regulations and Generally Accepted Commodity Accountability Principles (GACAP)
Knowledge of national and international import/export legislation and common customs regulations.
Staff management experience and abilities that are conducive to a learning environment.
Proficient in MS Office package (Excel, Word, PowerPoint, Visio) and information management systems. Experience with ERP systems is a plus.

Travel- Must be willing and able to travel to field locations in Sudan up to 60 %.
